Hypercard IIgs: now system software?

Hi.  People on csa2 (comp.sys.apple2) have been spreading rumors that 
HyperCard IIgs is NOW FREEWARE:  that Apple reclassified it as System 
Software and that it is in fact free, just like System 7.0.1 is on the 
ftp sites.  Does anyone know where this got started ?  Thanks.
