I think I know where there is a set of 13 sector chips for a Disk II card.
Some dude locally has an old ][+ with misc stuff for sale and there was a
pair of chips on a piece of foam with it and they were labeled 3.2 ROMs.
I'll see if it's still around and whether I can get them. It'd be cool to
have a bona fide 13 sector controller for my rebuilt Apple ][.
