To some extent, yes. It isn't identical, certainly not in hardware,
and there are many differences in software too.

It isn't supported by the IIgs serial firmware, and it isn't needed.
You can just do a PR#3 then an IN#2, and you get 80-column screen
output with full control of the serial firmware.
The 80-column escape sequences won't work, but screen output is fine.
You can also do PR#3 then PR#2, which allows you to use 80-column
escape sequences, but some serial firmware commands (such as enabling
terminal mode) only work if you've done an IN#2.
The IIgs COUT1 routine fully supports 80-column screen output (it
autodetects whether 80-column video output is active. As long as the
slot 3 screen holes and page zero locations are set up properly (by
the PR#3), COUT1 will continue to generate 80-column output even if
you do a PR#0.
The IIe isn't quite as flexible.
