Because it has "16-bit" graphics, whatever that means (well, given the
specs, I'd guess that means at least 2 hardware planes, tons o' sprites,
at least 64 colors on screen at once, etc, etc).  The common thread is
that none of these features depend on the main CPU, although these kinds
of features typically require a goodly portion of CPU power to utilize
them.
