it's a very rarely used command which causes ProDOS to empty (flush)
its output buffers. Normally when you have a file open for writing,
ProDOS waits until you've sent 512 or so bytes before it accesses the
disk to write. Flush causes the buffer to be emptied immediately.
Not too many uses for this, but I suppose it could come in handy when
swapping disks...
