As far as I know NuLib does it correctly.  If you would explain why you
think it's not working right, it would help quite a bit.

For example, if you had said "I'm trying to get it to work with an Apple II
emulator and it's not doing it correctly", I'd refer you to the FAQs for
the comp.emulator and alt.emulator groups which tell you how to rearrange
the contents of the disk image (ShrinkIt packs with ProDOS block ordering,
but the emulators want DOS 3.3 sector ordering).
