binscii

i just downloaded binscii.11 from a local bbs and i just can't get it to
work!! it is a text file and i thought what you're supposed to do with
atext file is - binscii at the basic prompt. when i do this all i get is a
line of syntax errors and system beeps. i have a rom 1 gs, what am i doing
wrong!?! thanks in advance for any help.
