I am hoping someone has seen this or knows what it might be.  I
thought it might be a video problem but since the text is clear, I
wondered if it was something else like some timing issue reading the
video memory or something.

If I need to gather more info, let me know and I can hook it up and
get a photo later in the week or maybe try and run an app on it.

Do you get the same results with two different monitors?  (It could
be misadjusted vertical sync on the monitor, though it would be
unusual for this effect to be stable.)
