Apple ][+ with double vision

I have a couple Apple II+ machines and one has a video problem.  When
I plug in a monitor, all text lines are duplicated perfectly ( i have
not tried any hires apps yet)

Meaning that while the text is clear, every line is there twice and I
as I type I see two lines with my text in it.  Since its packed away
now (I may take it out soon and try and get a photo if needed), here
is a pseudo example of what it looks like;

I am hoping someone has seen this or knows what it might be.  I
thought it might be a video problem but since the text is clear, I
wondered if it was something else like some timing issue reading the
video memory or something.

If I need to gather more info, let me know and I can hook it up and
get a photo later in the week or maybe try and run an app on it.
