Actually, it isn't a specific RGB port.  Apple called it a "Video 
Expansion Port".  It does supply the proper signals to construct an RGB 
converter, but was also used for plugging in RF modulators and LCD 
displays.  Sorry, I don't have the pinouts.  Someone with the IIc 
technical reference manual should be able to help you.
