That is because Apple, in their infinite wisdom, had more than
one revision A. The first release of the //e in the US (in 1983) was
labelled revision A and could not do double hi-res. All later
revisions could, starting from the first revision B. All //e's sold
as enhanced had the double hi-res capability, although it is possible
to buy second hand //e's with the first revision A motherboard that
have been enhanced by their owners.
In addition to this all of the //e's with PAL video were
capable of double hi-res including the PAL revision A. PAL video
//e's were of course sold outside the USA in Europe, Asia, Australasia
or anywhere else that used PAL video.
