If you have nothing plugged into the external (9-pin) joystick port,
and you have nothing plugged into the internal (16-pin) game
connector, and nothing is plugged into the Apple Desktop Bus
connector, and the IIgs is still displaying the four-item menu on
startup, then it sounds like you have a motherboard fault, which is
causing the IIgs to think the Option key (or joystick button 1) is
stuck down.
There isn't much you can do about this, other than get the motherboard
fixed, or at least looked at by someone with a copy of the circuit
diagram and a few electronic tools - they may be able to locate the
problem, which could be as simple as a piece of loose wire in the game
connector.
