I have a disk by Keypunch Software called "Strategy Simulation."  Your
game description sounds like a game on the disk called "Space Rebels." 
Judging from the amount of dust on the shrink-wrap when I bought the disk,
I wouldn't be surprised if it was 9 years old.  It had three other games
on it, called "Space Trek," "Galactic Empire," and "Starway Traders." 
Unfortunately, it's a commercial disk, and it would be breaking the law to
distribute it over the Internet (unless the copyright was never
registered; then the copyright would have expired by now).
