High and Double density floppies



Someone tell me where my logic falls apart:

   An unformatted floppy disk is just disk covered by numerous tiny
       magnetic particles.
   A High density floppy has a higher density of these tiny particles
       then a double density.
   When a format is layed down on a floppy, certain swaths of particles
       are given charges which define sectors and tracks.
   If a high density floppy were formatted at 140K, the defined swaths
       would be denser with particles than a double density floppy --
       Therefore information stored would be more reliable. But as far
       as the drive is concerned there would be tracks and sectors
       just like a double density floppy.

Question: why can't disk][ drives format high density floppies at 140K?
