Confusion of drives

heres a scary thought....

1 80meg (last on chain)
1 20meg (1st on chain)

now, the 20 meg wont work, unless the 80 meg is connected... the 80
meg works fine all alone...

ive replaced the row of resistor packs on the 20 meg thinking that was
the problem, but it still doesnt want to work by itself.... 

any ideas out there??
