You were also taken for a ride about paying a fee for the program; it
is completely free.  It states in the Kermit manual that no program
associated with the Kermit Project may incur any fee for use except for
the cost of copying disks containing the program.

The latest version is 3.88.  I don't know if it has made its way to
watsun.cc.columbia.edu, but it is (was?) on helix.nih.gov.
