You can use SuperConvert (by Seven Hills Software) to first 
convert the picture to 16 or 256 colors, and then save the file
as a .GIF.  I don't think there is a way to save a 3200 color
picture _directly_ as a GIF (you don't loose too much quality
changing it to a 256 first), since the GIF format only supports
256 colors anyway.
