There is one and only one free upgrade for the GS.  That is the Rom00->Rom01
transition.

No, it's not true.  There is no real upgrade to a Rom03, besides buying a new
CPU (the $800 charge your dealer cited).

You can't, because he's not supposed to.  He was being quite reasonable, and
now probably has a rather bad impression of GS owners.
