Pointless update

I downloaded the abovementioned file, and in it is a S16 file ReadMe.
But when I execute it, I get a window titled "ReadMe" for only a moment,
then I'm returned back to the finder.
Can anybody offer any help? I'd like to read it before attempting to
update.
