I does sound like a power supply.  However, I have also found that
old machines which have sat for quite a while can also build up
quite a layer of dust.  This too will prevent it from doing anything
if the dust has a high metal content.

My suggestion is to get a damp cloth and wipe off the mother board
and each of the cards you may have in your computer.  Then, using the
cloth, press down on each of the chips on the motherboard as well as
each of the cards.  Unplug the power supply from the motherboard, clean
the leads, and then plug back in the power supply to the motherboard.

PLEASE DO USE COMMON SENSE AND UNPLUG THE THING FROM THE WALL OUTLET
BEFORE YOU START DOING ANY OF THIS!!!!!  Otherwise you'll fry your
computer.

Some other things to do:

1. Listen to your power supply when you turn it on.  If there are strange
   noises coming from it (like bird calls which means one of the capacitors
   has gone out) or it hums quite loudly, then it is definitely the
   power supply.  Also - if you smell something burning - do turn it off
   quickly. :)

2. Try removing every card from your computer.  Although a lot of people
   have probably forgotten - the Apple will boot without anything being
   in any of the slots.  If it will do this it is again :( the power
   supply.  The reason behind this is that the load on the power supply
   (with the cards in the slots) is too great and the power supply will
   stop functioning rather than burn up the computer.
