That's how it's supposed to work... if your FExt is located in the
FinderExtras folder, it is unloaded when the Finder quits. Since File
Extender (or OpenAny) works when the Finder isn't around, you have to
place your FExt's in System.Setup so they stay in memory.

The filetype list in 6.01 is complete, but in a slightly different
format. IconEd 2.0 decided it couldn't trust its parser, so it did the
safe thing and gives you only the list of known file/auxtypes.
