Yep, it's a bug (it's my fault too), and it's been reported a bunch
of times. It's a very non-serious bug as far as they go. You've discovered
the only solution - close your boot volume's main window and re-open it.
When Finder recreates the System folder icon, all of its magic properties
will be restored (as well as the cool Apple icon, just to let you know how
very special it is :-).
