Sounds like you're running a very old version of TGE (one with a text
based user interface).
It also sounds like you have changed something else apart from the
amount of memory (such as the operating system version, or the number
of desk accessories that get installed).
[This is not necessarily the case, it just depends on how old this 
software is...]

There have been several MAJOR upgrades to this software.
You should be able to get hold of the latest version relatively cheaply
from Roger Wagner Publishing.
If you have a particular reason for working with such a version (such
as directly accessing Newsroom clip art disks, which the GS/OS version
cannot do), the latest version comes with an old version that has been
modified to be more friendly with memory.

For now you can try shift-booting (to remove all desk accessories) and
then launching TGE, or as a last resort boot an old version of the
operating system.
But I'd get hold of a recent version - with 4Mb you can load your entire
collection of print shop graphics into memory, do a batch transfer, and
go and have a cup of coffee.....
