Help me identify this

I have a mostly unidentifiable card here, and I'd like to identify it.
It pretty much seems to be an EPROM programmer for the ]['s, but I'm
not sure. Here's what I can tell about it:

it came in a box from JMR Electronics
   has a 28 pin Textool ZIP socket with a 2716 in it
       a few 74xx's and a Motorola 6821 PIA
       a 2716 EPROM (other than the one above) marked INTEL '77
       dip switches apparently to select EPROM size (16, 32, 64, set for 16
        now) 
       a toggle switch with a LED at the 'front'


This card probably has little value, but I'd like to know what it is.
