Make sure you have all of your "Packages"

I had this problem with my HST, but it was /my/ fault, and, I'd be willing
to venture, your problem is your fault. Check the modem init string,
something's just not right. If you want, you could even try using the same
basic init string that pt3 uses, but that will not always work, since Metal
is not Pt3 and does things differently.
Your best bet, when things like this happen, is to check your cable,
and then post what equip you are using, and post your metal.config file
and what version of Metal you are trying to use.
Otherwise, I'm shooting in the dark trying to help ya. Also, post this
on alt.bbs.metal. You'll probably get a much quicker response.
