Actually the GLU itself has no bank-select bit, but the DOC does.  The main
problem is that on ROM 3 machines all chips are soldered, and the GLU is at
a 90 degree angle from its ROM 1 position.  Thus, boards would either have to
be a mess of clips or be ROM-specific (ack).  And there's the problem of making
the '816 see the extra 64k since the GLU doesn't have a select bit.
