P8 is distributable PROVIDED THE DISTRIBUTOR HAS A LICENSE TO DO SO.
You have to pay Apple an annual fee for this license.

It is included with the IIgs System Software, but it is also part of
the Apple II System Software.  It can be licensed separately from
other parts of the system software.
