Use ShrinkIt.  BQY files are files that have been "squeezed".

The original programs that handled this format were SQ and USQ
(squeeze and unsqueeze).  SQ took a ProDOS file, compressed it using
Huffman coding, and output a file with a .QQ extension.  You would
then use BINARY.UP to add a Binary II header, and the convention for
the filename extension was .BQY.

There was a later program BLU (Binary II Library Utility) which could
do both steps at once (squeeze and add Binary II header).

ShrinkIt can extract files from this archive format but cannot create
them.
