Hi,  I am using a Northgate Omnikey ULTRA (IBM PC type) keyboard with my
Atari 8 bit computer.  On mine, ther is a comma/period lock that does
what you describe in #3.  If you tap the key once, it reverts back to 
normal operation.  This is incase you want to type U.S.A. and accidentally
find yourself typing  U>S>A> instead.   It can be helpful sometimes, 
but usually I don't use it.
