It's a civil suit by Steve Jackson (with the support of EFF) against the CIA 
for their illegal search and seizure of his materials.  As was pointed out in
the testimony, not only did the IRS break the first ammendment in their 
activities, but they never had any REAL evidence that anyone did anything 
wrong, and they never indicted anyone, so the question was, what the heck 
WERE they doing, and why did it take them so long to return the seized 
(stolen?) property to Steve Jackson Games..?
