I think it is a good point.  Often I find myself wishing I could access
FinderExtensions while I am in other desktop programs, such as GSHK, AWgs,
etc.  Not to mention in other environments, like Prosel 16, orca shell, etc.
At least with Prosel 16, there is a quick way to access the DeskAccs.
I think it would be nice to have "SystemExtensions" instead, so they are
available to all programs that follows the desktop metaphor. (640 and 320
programs.)
