Do you want them on a 5.25" DOS 3.3 disk, a 5.25" ProDOS disk, a 3.5" modified
DOS disk, a 3.5" ProDOS disk, or on your hard disk?
Are you using a //e, //c or IIGS?
There are quite a number of ways to approach your problem.

Note that DOS 3.3 does not support directories, so you will probably have to
settle for moving them to ProDOS (unless ALL the files have different names,
and can therefore have them co-existing on the same 5.25" disk).

If you have a 3.5" disk there are a number of modified DOS 3.3s that work
with it.
Some only allow 2 400K DOS 3.3 volumes per disk, but some allow 140K
partitions, and some may allow varying sized partitions.

If the programs are read only and you have a GS, you could move the files
to ProDOS using ProSel or the Finder and use DOS 3.3 Launcher [eventually,
you'll be able to use DOS 3.3 Launcher 2.0 on a //e or //c, with ProSel 8
as the launcher].
