I can't EXEC binscii.txt. Why??

I downloaded binscii.txt from cco.caltech.edu and followed the
instructions and I can't seem to get it to work.  I get the text
file on my computer and it looks OK when I bring it up on a text
editor but it won't EXEC properly.  I get a bunch of syntax errors
and end up with the ']' prompt again instead of the promised status
bar.  I doesn't give me another file either.
 
Can anyone tell me what's going on here?  I have a IIGS w/ system
6.0.
