Other options:

If you can get your programs onto a a 3.5" floppy then there are still
some usb 3.5" floppy drives that can plug into your PC.  Also check
out some of the Compact Flash cards for Apple II's that are
available.  Then all you need is a usb CF card reader for the PC.

Unfortunately, getting the programs onto an MFM 3.5" disk would
require some uncommon hardware.
