Which Red LED blinks? There are two:

CR1 Power LED
CR2 Self Test LED

CR1 blinking indicates that the power supply is detecting a problem
and shutting down then trying to restart. If this happened to me I
would try another PSU on that motherboard or possibly that PSU on
another motherboard. If you don't have spares, you could try running
the PSU with a dummy load (which you would need to construct).

CR2 flashes if the self test is run (or the Bell sounds) with the
speaker disconnected.
