If no OS will format it, it sounds like a hard failure of the CF card
itself to me.  Do you have any others to test with?

Most card manufacturers will provide a "hard" formatting utility
that will re-establish the card structure.  That's the next thing
to try to resurrect it.

A power failure while writing can clobber a card like this.


Sounds like that card may be fatally clobbered. I'd just replace it.
