I have no intentions of making this only work through an internet
connection.  What I'm thinking about will still let you set the time and
edit the time zone data and rules manually.

Besides, I'll probably want to make it so the user has the option to
only keep the information they need because, after taking a quick look
at the tzdata files at the link Geoff posted, I found that those files
are fairly large.
