Just a guess - but could it be something to do with serial handshaking
between the Apple II and the device running TCPSER? I was/am having a
similar problem which I'm pretty sure is to do with handshaking which
I havent quite got fixed yet. By default TCPSER uses RTS/CTS flow
control so you will need to make sure your cable is wired correctly
and that everything is set to use this as the handshaking method.
Of course I could be completely wrong, but fortunately for us Jim
Brain (the author of TCPSER) hangs out on comp.sys.cbm and I found him
to be very helpful in troubleshooting issues (I just havent gotten
around to trying all his suggestions yet).
