talking about file downloads, aren't we Greg?  ;-)

Like someone else stated, on the web, everything is a download. You send simple requests and get blasted with html, javascript, images, etc.

Pay closer attention, 'Twas me whom was he who stated such. The only uploads, other than ones forced by user action, are acknowledgements of ability to receive, mostly. ;-)
Not sure at what granularity ISPs can monitor. A small one I worked for 4 years ago could only monitor "usage", meaning how many bytes transferred.

Depends on whether they write their own server's software, or use one they purchase, and how good it is, and what it can do, I suppose. Was that too rhetorical, ya think, maybe, could it be? ;-)
