OK, lets try to establish exactly what you've done:

1) When you reformatted your drive, did you do a fresh installation of
the system software?
2) What happens when you go into the IIgs Control Panel and change the
boot slot to the slot of your CMS SCSI card? (ie. not "Scan")
3) I assume that you're waiting for your drive to spin-up before
switching on the IIgs? You may need to modify the bootup delay jumpers
as detailed in the CMS SCSI card manual previously referred to by
Bill.
