Your theory is as good as mine, but I suspect that the folks in
Seattle see a lot of PC boards going through, and they are a rarity
in Wichita...

When Microsoft opens up a subsidary in Wichita this will change too.

Explosives (liquid and semi-solid) have a distinct x-ray signature,
and PC boards look nothing like them.

You have experience in x-raying explosives?

The TSA does, and they have pretty good density matches for them.

The machines they use on checked baggage are even better.
