KEGS has out-of-the-box CLI and joystick support.  I don't think it should be 
too hard for it to get fullscreen support with a little bit of programming 
effort.  OpenGL will be able to handle the dynamic resizing of pixmaps so you 
can fill a screen (well, hopefully fill a screen to be proportionally correct 
so it doesn't get squishy on a wide-screen display).  OpenGL is the best 
option to support such rendering under UNIX/X11, Windows, and MacOS X.
