The arm that the ball bearing is on was weak. It was not forcing the bearing into the groove strongly enough for the groove to move it. Therefore the bearing was slipping out of the groove. I took it apart and re-bent the arm so that it's forcing the bearing in more strongly. But then it still didn't work; I figured that it was in there too tight. Didn't feel like it had enough play.
So I took it back apart again to apply a little lubricant on the shafts, but in taking it back apart again somehow I broke the extremely brittle little plastic arm that lifts the felt guy up that presses the disk to the read head > . < DOH!
Well I will attempt to super-glue that little arm back on. And that failing I suppose I will try and put on the read/write head assembly from the Drive ][ that I have and see if it works. I probably fubared the whole drive but hey, it was already broken, right?
