I think he is deliberately unclear because he introduces the
auction with:

"This is a working and unmodified Transwarp GS accelerator card
for the Apple IIGS. It passed its internal self test and was stable
in hours of use."

Of course he could be lying and the card isn't working at all
but I think the keyword is the "unmodified" here - this indicates
that he is well aware that a lot of cards were modified with
crystals, caches or whatever.
He also writes that the card was stable in hours of use - in my
opinion no accelerator user is unaware of the speed of his card.
Speed is the reason the card was bought.
