I think this is correct. One might add that the formatting routine will
further reduce the gap size (and write the track again) if an overlap
happens on subsequent track; that's why sometimes you will hear it
stopping twice as long on some track as on the others.

That makes sense.  I've never actually heard it do that.  ;-)

I assume the
drive would usually spin slightly faster when the head is on the inner
tracks, since there would be less drag.

That's been my experience when I was adjusting drives, but the
effect was small.
