Oh, not a config file. That's so PC-like. Just make a decision on
whether to play on start or not and stick with it. Toggle via "S" key
or a sound note icon (I prefer the latter) will be fine.

It seems that when I set a speed limit (to 40MHz) rather than
unlimited (which runs really blazingly fast), the problem seems to go
away. At least I have not seen it yet.
