It was in the past but not anymore!  Modern PC programs use the Registry
rather than config files.  In UNIX, config files are still quite common
though, so you'd have to modify your statement to:

   "Oh, not a config file. That's so UNIX-like."

and then I would respond: what's wrong about being UNIX-like ????

....now THAT'S a really simple-minded solution which often can be bad.
Users often enjoy being able to set the startup parameters to their own
preferences.  Some users might want the sound off at start while others
may want it on.  Why force one and the same decision upon all of them?
