To do it without using non-Apple software you'd have to patch part of
GS/OS to change the background colour. I seem to recall reading
somewhere a long time ago about how to do this but I don't remember the
details or where I read it.
If you are concerned about distributing software that you aren't allowed
to, you need to start with GS/OS itself because even though it is system
software and free to use, Apple still had some restrictions on
distributing it.
If you are comfortable distributing Apple's system software, there are
freeware programs for GS/OS that can be freely distributed that allow
you to change the desktop colour or change the desktop to a picture
instead.
