As far as I know, broadcasters are required to use YIQ, but TV
receivers are allowed to use YUV.  For demodulators build from
vacuum tubes it makes a lot of sense.  Just before HDTV came out
there were EDTV receivers that could decode YIQ.  Otherwise, it
was pretty rare.
