The IIgs and IIe can do Localtalk (The IIe needs the Workstation Card
fitted) - so it's theoretically possible.

I've not read enough of the documentation to know how 'tappable' the
lower levels of the protocol stack are, since only AppleShare related
functionality is apparently exposed.
